Haiti - DR : The Government of Haiti mobilizes
Following the high-tension situation that prevailed at the beginning of the week at the border of the city of Pédernales / Anse-à-Pitres between Dominicans and Haitians https://www.haitilibre.com/en/news-23799-haiti-flash-explosive-situation-in-pedernales-haitians-in-fear.html and on the instructions of the President Moïse, the Prime Minister, Jack Guy Lafontant sent Thursday an interministerial delegation in the commune of Anse-à-Pitres.

Recall that at the beginning of this affair, Chancellor Antonio Rodrigue immediately contacted the consular offices in the Dominican Republic, saying that President Jovenel Moïse had received a call from Dominican President Danilo Medina on this delicate affair.

The delegation consisted of Heidi Fortuné, the Minister of Justice, Max Rudolph Saint-Albin, the Minister of the Interior and Territorial Communities, Stéphanie Auguste the Minister ai of Social Affairs, Antonio Rodrigue, Minister of Foreign Affairs and Eudes Lajoie, Director of the National Office of Migration.

Accompanied by the Delegate of Anse-à-Pitres, Santana Ronald, the Chief Commissioner, Petit-Maître Fog, the Deputy of the constituency, Bélanger Pierre and the Mayor of the commune Bruno Harry, the members of the delegation met Haitians having fleeing the neighboring Republic as well as some institutions and organizations working in the area, such as the Institute of Social Welfare, the Support Group for Returnees and Refugees (GAAR), the International Organization for Migration (IOM), the Fanm Vanyan Association... who took advantage of the presence of this high-level delegation to present their grievances.

According to the Departmental Delegate of Southeast Pierre Michel Lafontant some 250 families who fled Pédernales, refugees in Anse-à-Pitres, will receive assistance from the Government. Minister Auguste said that the Ministry of Social Affairs and Labor (MAST) together with the National Office of Migration (ONM) has already distributed emergency hygiene kits to refugees in Anse-à-Pitres and announced the possibility of setting up reception camps in the border areas in order to facilitate dignified care of our nationals.

Regarding the announcement made in Pédernales by local officials for the transfer of a Haitian alleged guilty of the murder of a Dominican couple https://www.haitilibre.com/en/news-23817-haiti-dr-the-haitian-authorities-agree-to-deliver-to-the-dominicans-one-of-the-murderers.html , he stressed that this announcement aiming to calm a group of extremist Dominicans, binds only those elected Dominicans stating "For the moment, the National Police of Haiti holds in Jacmel, a Haitian Edner Noel who would have committed a crime in the Dominican Republic. But no formal request has yet been made by the Dominican Government for its transfer, stating that there are cooperation and mutual legal assistance agreements between Haiti and the Dominican Republic, but no extradition treaty between the two countries, which may weigh down the process.

However, Minister Rodrigue did not explicitly exclude this transfer indicating that a lengthy process including an investigation to determine the guilt of the accused must precede such a decision adding "In international relations, it is advisable to use the diplomatic channels for exchanges. There needs to be a permanent dialogue between the authorities of both countries. "

For her part the Commissioner of the Government of Jacmel, Me Francoise Nouilles deplores the way the Dominicans have formulated their claim affirming "We can not ask verbally during a meeting the extradition of a Haitian citizen presumed murderer," stating that this Haitian citizen will not be extradited.
